Vigo County commissioners have hired a human resources manager, the first for the county, to oversee hiring and insurance issues for more than 600 county employees.

Connie L. Flood will start the job on Feb. 27. The position pays $40,628 annually. She was selected last week from 31 applications, Commissioner President Judith Anderson said Tuesday.

Since June 2000, Flood has served as assistant director of annual giving for university development at Indiana State University. She is a 1987 graduate of ISU with a bachelor’s degree in business administration and a 1996 graduate of ISU with a master’s degree in human resource development.

She worked as an employee recruiter for RCI in Indianapolis from 1996 to 1997 and served as team leader from 1994 to 1997 for Brylane Inc. in Indianapolis, supervising 55 employees.

Commissioner Bill Bryan said the position is needed. The manager will advertise and interview prospective employees and make a hiring recommendation. An elected officeholder will then make the final decision for hiring, Bryan said.

“When you have more than 600 employees, there is definitely a need for an [human resources] person. She comes with vast experience and will also work to implement a new county handbook,” Bryan said.

The County Council approved the position in 2005 for the 2006 county budget.
