Housing project aimed at veterans, single mothers

Proposal is on three-acre site on Elm Street

TERRE HAUTE — A 30-unit multi-family project aimed at veterans and single mothers who are nearly homeless is being proposed for a 3-acre site at 2800 Elm Street.

Rick Shagley, attorney representing the Terre Haute Department of Redevelopment, told the Terre Haute City Council at its “sunshine” meeting Thursday night that the city agency plans to sell to the Mental Health Association of Vigo County land located east of North 25th Street and west of North Brown Avenue and south of Locust Street The city department is seeking to rezone the land to R3 from its current M-2 industrial zoning, Shagley said.

In another issue, the city’s engineering department is seeking $1.6 million from the city’s Economic Development Income Tax fund, of which $1.3 million is the city’s 20 percent match,  to widen Margaret Avenue from Seventh to 14th streets, said city engineer Chuck Ennis.

The remaining $300,000 is the city’s match for a street beautification and safety project from Poplar Street to Cherry Street. That project will include new street pavement and drainage, new sidewalks with Americans with Disabilities Act-compliant ramps, painting lamp posts, signage and placing landscaping in the middle. It will have irrigation to maintain plants and be a low-maintenance area.

The council is expected to vote on the rezoning and street funding at its June 12 meeting.

In a special meeting before the sunshine meeting, the council approved the continuation of three tax abatements after a review of compliance. Stone House Farms was to employ 23 people under its tax abatement, but currently employs 11 people.

Curtis Stephens, owner of Stone House Farms LLC, said a warehouse was constructed to support its packaging business, “but with the exit of Pfizer and Exubera, some of the estimates that we made we have struggled to meet,” he said.

Stephens cited the same hardship in a 2013 review of the tax abatement.

The council also allowed tax abatements to continue for Templeton Coal and Tri-Aerospace.

The council removed tax abatements for MPS/Ivy Hill, which is no longer in business.
