Finishing touches expected soon at Warren Village

TERRE HAUTE — Work on Warren Village, a new low-income housing development to be operated by the Terre Haute Housing Authority, is tracking ahead of schedule, officials said Monday.

Work on the 109-unit apartment complex is expected to be completed by the end of July, said Jeff Stewart, executive director of the Terre Haute Housing Authority.

Thompson Thrift, a Terre Haute developer, won the contract to convert the former Warren Elementary School into new apartments, mainly for residents currently living in Deming Center, a downtown property operated by the Housing Authority.

In addition to converting the former school building on North 25th Street into apartments, Thompson Thrift is also building two new wings for additional apartments and another area for a common dining room and other amenities.

The cost of the project is approximately $11 million.

“It’s coming along really well,” Stewart told the Housing Authority’s board of directors Monday night in their regular monthly meeting.

Even if construction is completed in July, there will be an additional 60-to-90 days before the property can be ready for tenants, Stewart said. That’s because of approvals required by the federal Department of Housing and Urban Development, which provides the funding for the Housing Authority and oversees its operations.

Most of the tenants currently living in Deming Center are expected to move to the new facility, Stewart said. He hopes to arrange for a bus to take the tenants to visit Warren Village after work is completed so those still undecided can have a first-hand look, he said.

“I think once they get out there, they’ll like what they see,” Stewart said. “It’s very nice.”

The Housing Authority board agreed in February to sell the Deming Center building – once known as the Hotel Deming – to Core Redevelopment of Indianapolis for a base price of $800,000. If Deming Center can be delivered to Core by Nov. 15, the Indianapolis redevelopment firm has agreed to pay the Housing Authority an additional $75,000 for the property, Stewart said.
