Arrest made in homicide of man later found dead in jail cell

TERRE HAUTE — A Terre Haute man has been arrested on suspicion of involuntary manslaughter in connection with the death of an inmate at the Vigo County Jail early Tuesday morning.

James “Jimmy” Ross, 39, was arrested at about 5 p.m. today at his residence by Terre Haute Police detectives investigating the death of William Powell, 48, of Terre Haute.

Detective Sgt. Jason Czupryn told the Tribune-Star that more information about the arrest could be released on Thursday.

Earlier today, homicide had been ruled the manner of death for Powell's death.

Vigo County Coroner Dr. Susan Amos said the cause of death was revealed by an autopsy performed this morning at Terre Haute Regional Hospital by forensic pathologist Dr. Roland Kohr.

Powell’s death was attributed to medical complications from injuries he sustained sometime prior to being booked into the jail early Monday after he was  arrested on an active warrant.

Powell was intoxicated at the time of his arrest, and was examined and medically cleared at Terre Haute Regional Hospital prior to being booked into the jail at 12:06 a.m. Monday. He was found unresponsive in his cell at about 2:30 a.m. Tuesday.

The homicide is being investigated by the Terre Haute Police Department, which has requested that specifics on Powell’s injuries and resulting medical complications be withheld at this point in the investigation.

Terre Haute Police officers responded to a complaint of an intoxicated person with injuries at about 10:55 p.m. Sunday in the 1800 block of North Eighth Street, according to Assistant Chief Shawn Keen. A check of Powell’s status found that he was wanted on a city court warrant for bond revocation.
