Federal, state and local officials are calling today a “sad day” for local law enforcement following the arraignment of a Vigo County Sheriff’s Deputy on charges of distributing and possessing child pornography.
James Edward Haley Jr., 31, appeared this morning in U.S. District Court in Terre Haute in the custody of Indiana State Police, and with defense attorney Joseph Etling, for an initial hearing in front of federal magistrate Craig McKee.
An investigation by the Indiana State Police Crimes Against Children unit led to a search warrant being served at Haley’s South 25th Street residence on Friday, and an examination of his laptop and media storage devices revealed that Haley allegedly possessed more than 40,000 explicit images of underage children, some as young as age 5.
“This is a sad day for the law enforcement community and a sad day for Terre Haute,” U.S. Attorney Joseph Hogsett said following Haley’s hearing. “This prosecution shows that no one is above the law. It’s doesn’t matter what your role is in the community.”
Information unsealed in court today shows that the investigation began in early January when an ISP investigator connected to Haley online to a peer-to-peer sharing network. The investigator was able to download more than 100 images from the individual, allegedly depicting child pornography. The online activity was traced to the residence of Haley, and a search warrant was executed at the residence Friday, resulting in Haley’s arrest.
If convicted, Haley faces up to 20 years in prison for possession child portnography, and up to 20 years in prison if found guilty of distributing child pornography. The minimum sentence is 5 years in prison.
He returns to court Thursday morning for a detention hearing.

Prosecutor: Vigo deputy possessed, distributed child pornography [Published 11:36 a.m.]
A Vigo County Sheriff’s Deputy has been charged in federal court with possessing and distributing child pornography.
James Edward Haley Jr., 31, was arrested Friday by the Indiana State Police on allegations related to child pornography following a two-month long investigation. He was placed on administrative leave from his duties following his arrest.
Haley was arraigned at 11 a.m. today at the federal courthouse in Terre Haute.
The deputy is alleged to have possessed tens of thousands of files associated with child exploitation.
U.S. Attorney Joseph H. Hogsett was joined by federal prosecutors at a news conference following Haley’s appearance in court.
