Warren Village construction ahead of schedule

Old school being renovated to house Deming residents

TERRE HAUTE — Construction of a new low-income housing facility offered by the Terre Haute Housing Authority on North 25th Street is moving along ahead of schedule, a city official said last week.

The Housing Authority hopes to have Warren Village occupied by its new tenants by the end of the year, said Jeff Stewart, executive director of the housing authority. The residential facility is being built in a U-shape, with newly constructed wings added to the renovated main building, formerly Warren Elementary School.

“The weather hasn’t caused us any major delays,” Stewart said. “We’re happy with the progress we’re seeing there.”

The school, at 1300 N. 25th St. closed in 2000 after about 90 years of operation. The property, now privately owned, will be managed by a not-for-profit arm of the Terre Haute Housing Authority.

Most of the current tenants living in Deming Center, a downtown Housing Authority facility, are expected to move into Warren Village, Stewart said.

The facility will include more than a dozen new apartments within the former Warren school, plus residential units in the newly built additions. The entire remodeling and construction project is expected to cost about $11 million.

In all, the new structure will include 109 residential units, the same number of units currently in use at Deming Center. Federal Section 8 rent subsidies from Deming Center will transfer to Warren Village, allowing tenants to pay the same rent at both locations. The federal Department of Housing and Urban Development, which funds the Housing Authority, requires THHA to provide moving services — or a relocation stipend — for any tenants who are forced to move from Deming Center when the facility closes, Stewart said.

Thompson Thrift, a Terre Haute developer, was awarded the contract on the project last August by the Housing Authority board of directors. Funding is being provided by Indiana low income tax credits and the federal Home Loan Bank of Indianapolis.
