641 bypass project hits permit delay

TERRE HAUTE — A permitting process has slowed design and construction work on the final two phases of the 641 bypass project.

“It is out of our hands. We are waiting on the 404 individual permit from the U.S. Army Corps of Engineers and there is a 401 permit from the Indiana Department of Environmental Management. Once we receive those back, phase 4 contract work will move ahead and we will move ahead full pace with phase 3,” Debbie Calder, spokeswoman for INDOT’s Crawfordsville District, said Friday.

The 404 permit is required for INDOT to work within streams, wetlands and other waters under the jurisdiction of the U.S. Army Corps of Engineers.

That permits also requires “a 401 water quality certification (WQC) demonstrating that placement of soil, stone, concrete or structures within these water features does not violate the state’s water quality requirements. In Indiana, the Indiana Department of Environmental Management provides the 401 WQC. The permits are intended to help protect water quality,” Calder said.

The permitting delay could push back the project’s targeted completion of the end of 2014, however, that is not yet certain, Calder explained.
