BREAKING UPDATE: Four arrests made in fatal Vermillion County hit-and-run

The Vermillion County Sheriff's Department announced Thursday afternoon it has made four arrests in connection with the fatal Thursday morning hit-and-run accident.

Toni Pritchard, 18, of Cayuga died at the scene of the accident on Indiana 63 at County Road 600 North, a sheriff's report states.

The report states that Charles J. Dukes has been arrested in connection with the case and is being charged with leaving the scene of an accident which resulted in a fatality. He is being held without bond pending his initial hearing.

Investigators have also arrested Gary W. Dukes and Karen J. Dukes. Each has been charged with crime of false informing, the report states.

Pritchard was a passenger in a minivan registered to Mary and Phillip L. Sapp of Cayuga that witnesses say was struck from behind by a vehicle later determined to belong to Karen J. Dukes of Danville, Ill.

A second accident occurred when the Dukes vehicle came to rest without lights on the highway and was struck by a vehicle driven by Lillian J. Loisi of Cayuga.

Loisi, the Sapps and Andrew Worden, also a passenger in the Sapp vehicle, were transported to West Central Community Hospital in Clinton. The Sapps and Worden were later transferred to Methodist Hospital in Indianapolis. They are listed as being in critical condition, said the VDSD report. Loisi was treated and released from West central Community Hospital.

Thursday night the VCSD announced it had arrested Renee Turner on the charge of assisting a criminal, a Class D felony. A release from the department said that Turner had provided transportation for the Dukes after the accident, taking them from Cayuga to Danville, Ill.
